Beneficiary programs receiving funds from the NCEL are pre-kindergarten for at-risk four year olds, class size reduction in grades K-3, school construction and college scholarships for needy students. The North Carolina Legislature designates these programs. The NCEL had an 18.9 percent increase from FY 08 to FY09 in funds going to beneficiary programs. Executive Director Tom Shaheen accepted the award for North Carolina. In accepting the award, he thanked the players and retailers in North Carolina who have supported the lottery and education programs funded by the lottery. He thanked the NCEL Commission, the lottery staff, and the gaming partners GTECH and Scientific Games. And he thanked the North Carolina Legislature for making the change in prize payout legislation that set the ball rolling for the increase in returns to education. He is extremely pleased for North Carolina to be recognized for its contribution to education. Since inception, the NCEL has transferred over $1.136 billion to education. The Office of State Budget and Management has disbursed these funds according to the lottery act guidelines. The Sharp Award for Good Causes is named in honor of Sharon Sharp, a lottery friend and industry leader who passed away in July. Kip and Laura Sharp made the presentation to Tom Shaheen. The award was presented on Sharon Sharp’s birthday.
