These five scratch-off tickets carry top prizes that range from $2,000 all the way up to $1 million.

@WILLIAM G, sorry for the confusion, promotional and second-chance drawings are held using a random number generator according to strict security procedures. The Random Number Generator assigns each entry a random number and then picks one of the random numbers. The results are totally random and fair to everyone. Our 3rd party vendor, Scientific Games, manages our ticket entry system, so that might be the 3rd party that you are referring to. They do not conduct the actual drawings—that is done by lottery staff in presence of an auditor.

You do not have to post this as I just wrote in but again, nowhere on the NCEL website can I find how and by who the second chance drawings are conducted. It mentions "3rd party vendors" and on both the FAQ page and the “COLOSSAL CASH” Second-Chance Drawing Promotion Rules and Regulations pdf and the same for the $300 Million $30 ticket pdf it skates around that as well. None of these documents clearly state the method of selecting the winner or if it is the NCEL or a 3rd party. It does say a 3rd party may contact me if I win. This is what I was speaking of and your answer now posted did not specify this either. Surely you can see how this leads to speculation as this should be posted clearly. Thanks. NC Lottery

@WILLIAM G, although the lottery is not required by statute to have an auditor present for drawings where prizes of less than $5,000 are awarded, we do have a member of our internal audit staff present for those drawings without exception. In fact, the room that houses the random number generator cannot be accessed without members of both the lottery's security and audit staff present. Our goal is to operate as transparently as possible and all of our drawings are open to the public. If you would ever like to attend please let us know.

I would like to know more about who conducts the monthly and second chance draws since I assume it is not done by the NCEL in Raleigh. Are they audited? I see the same names over and over and I assume it is store owners scanning tickets from the trash as they are not excluded but who knows. I realize most people do not believe these draws are fair until they win but the NCEL has buried information on who conducts these and I do not find it as transparently as I would like. At the end of the day, I want to know wha prevents them from picking winners themselves. Thanks. NC Lottery

How about fixing the online locator so I can purchase my tickets. It was working until June 1st. Please don't tell me to call in, I have already filled out an online form and am still waiting for it to be fixed. I have been reading other bloggers stating the same thing. NC Lottery

great games quick ??? ncel i have a ideal,, run it by the execs. There should be a change in the lottery bilaws to help players out... what im saying is any player that plays online games/scratchers should be compensated.. how? if u can show proof u purchase a ticket from the retailer us should get money or monies from the sell of tickets.. Think of how many more players would play and the lottery would make even more money if they help the players that way... I know about the second chance drawing just not enough of odds to even come close... just a ideal?

Like new games. Have a problem with new scan app for lucky rewards, can't scan tickets, have deleted app reinstalled everything else works, can enter drawings etc. can't scan winning or entry tickets? Was working last week? Using 4/5 year old iPad? Any solutions?????????NC Lottery
